Panama Flag Vessel Registration/ Certification


The process of registering ships under the Panamanian flag is simple and efficient. You can choose to request provisional registration through IMC. Ensure all necessary information is provided along with the payment of the relevant fee.

Once all the documents have been received, the rights have paid, a provisional patent is issued, the duration of which is six months and a provisional radio license is three months. The whole procedure takes about 12 hours.The Regulatory Patent and Radio Regulatory License are exclusively issued in Panama, with a validity period of four years, granted upon submission of all required documents through a designated law firm acting as the resident agent. Additionally, the vessel's title must be duly registered in the Public Registry. The radio license is granted upon submission of a completed request specifying the communication equipment onboard, as per GMDSS regulations.

Vessel Registration:
The registration consists of two stages Provisional and Permanent
I.1. The client must provide Oriana with the following docs to obtain the Provisional Ship Registration Certificate and Radio License:
1. Form A (contact us to get this form)
2. Memorandum of Agreement
3. Continuous Synopsis Record (CSR)
4. International Ship Security Certificate (ISSC)
5. Valid copies of the Document of Compliance (DOC) and Safety Management Certificate (SMC).

The Provisional Ship Registration Certificate and Radio License will be issued within 24 working hours if the above documents completed as well as the first annual tax paid. These temporary certificates are valid for 6 months.
I.2. Permanent Certification issued if the following documents are submitted:
1. Original Bill of Sale and Acceptance of Sale in favour of current owners, duly notarized and authenticated by the Panamanian Consulate.
2. Original Power of Attorney in our favour, duly notarized and authenticated by the Panamanian Consulate
3. Copies of DOC, SMC, ISSC, CSR under the new owner name
4. Report of LRIT, Immarsat C active report.
Those permanents will be valid for 5 yrs.

St Kitts & Nevis Flag Vessel Registration/ Certification

Provisional Registration
1. Any vessel, that applies for standard registration, and if accepted will be registered provisionally for 6 months. This allows you, the owner to collate all of the documents in the original format, as per the "Achieve Permanent Registration Status" list of documents.
2. The date in which your vessel registered with being referred by St. Kitts & Nevis International Ship Registry as the "Anniversary Date" or the "Date of First Registration". This date used to calculate when the vessels annual taxes are due and when certificates are calculated for expiry.
3. Upon achieving Permanent Status, your vessels' registration upgraded for 4 years from the Date of First Registration.
4. Regardless of whether your vessel is provisionally or permanently registered, the vessel will incur annual fees as of the Anniversary date.
Special Purpose Registration
1. Special Purpose Registration is available for delivery voyages/one-off voyages/scrap voyages.
2. The period of registration is for 3 months only.
3. There is a simplified and speedier Registration procedure. Most registrations completed in one working day if all documents are submitted correctly.
4. A reduced rate of fees applies to such Registrations.
Renewal of Radio License & Safe Manning
1. Copy of crew list
2. Letter from Owner/Manager SKN endorsements if applicable
3. For fishing vessels, a copy of the current fishing license is to be submitted
Change of Ownership
1. Power of Attorney or Board Resolution (where necessary) confirming the authority of the person signing the Application Form
2. Evidence of Title showing the transfer of ownership, e.g. Bill of Sale, Builder Certificate, court documents, Protocol of delivery, certified or authenticated by a notary public, Maritime Registrar, SKN Consul or UK Consul
3. For applications by a company, a copy of its Certificate of Incorporation/ an original Certificate of Good Standing.
4. For applications by individuals an authenticated copy of their passport(s), clearly showing their full name and other details.
5. A signed copy of the CSR Amendment Form from the new Owner’s if the ship is over 500 GRT
6. Confirmation from the AAIC that nothing is outstanding due by the previous owner (within 30 days of application)
7. Confirmation from the AAIC that they will be responsible for the radio accounts (within 30 days of application) the statement issued by the Classification Society/ stating that the vessel is in class and has valid statutory certificates without any recommendations
8. If changing class Letter of Attestation from Class/RO confirming they will be surveying the vessel and issuing certificates on our behalf
9. P&I Cover issued under new Owner
10. Duly completed EPIRB Registration Form (within 30 days of application)
11. If the vessel is changing crew, a letter SKN endorsements are to be submitted
12. Copy of blue card issued under the new Ownership for the issuance of a CLC (If applicable) (within 30 days of application)
13.If not assigned Owner, Owners Agent or MR to provide SKAN Reg with proof that Owner/Company IMO Number has been applied for
